In addition to the 2 goals mentioned in its title, this resolution called for, inter alia, the withdrawal of U.S. recognition for Bashar al-Asad’s government and for the Obama administration to submit to Congress a strategy for U.S. engagement on the Syrian crisis, specifically on humanitarian assistance and human rights.

On 4/30, the House Foreign Affairs Comm. held a markup session on this resolution and a similar measure (H. Con. Res. 51 of 9/9/13). Before sending the resolution to the House floor for a vote, the House committee added a clause calling for humanitarian assistance to be redirected to private aid organizations capable of ‘cross-border aid deliveries,’ in accordance with the argument made by 36 high-profile lawyers and law professors in an open letter, which the Guardian published on 4/28.
