States that extensive evidence links the planning of the attacks to the Government of Iran, and the execution of the attacks to Hizballah. Urges all nations to arrest and extradite to Argentina any Hizballah operatives who have had either an Argentine arrest warrant or an Interpol Red Notice issued against them. Urges governments in the Western Hemisphere to draft, adopt, and implement legislation designating Hizballah as a terrorist organization, banning fundraising and recruitment activites, and applying ‘the harshest penalties’ on those providing support for activities involving Hizballah.
