“To declare the policy of the United States with respect to design and deployment of a missile defense system capable of defending the national territory of the United States against ballistic missile attack.” States that “it is the policy of the United States to provide for deployment as soon as is technologically possible of effective missile defense systems capable of defending Israel, Japan, the Republic of Korea, Taiwan, and all member nations of the North Atlantic Treaty Organization against ballistic missile attack.” Also states that the policy to develop these systems will be conducted on a burdensharing agreement for development and deployment signed with the above-mentioned nations.
