This bill would authorize $100 million for the establishment of a Palestinian Partnership Fund, the dual purpose of which would be to facilitate and finance joint ventures in Israel, the West Bank, and Gaza between Palestinian entrepreneurs and U.S., Israeli, and other Middle Eastern companies in the field of technology and in research and development, as well as people-to-people exchanges to further shared community building, peaceful coexistence, dialogue, and reconciliation between Palestinians and Israelis.

Every year in which the U.S. contributes money to the fund, the secretary of state would be required to report to Congress on the results of such contributions.
