Would reduce federal discretionary, non-security spending to 2008 levels. Would eliminate funding for the U.S. Agency for International Development (USAID). The majority of U.S. economic aid to the West Bank and Gaza is used to fund a variety of USAID programs carried out by U.S. NGO’s and other international organizations operating there.
