Whereas clauses state that the PA has violated its obligations under the Oslo process by seeking a state at the UN, and by signing an agreement with Hamas to form a unity government; assert that the PA does not meet the criteria for a viable government, a failed Palestinian state alongside Israel would pose a threat to the Israeli people, and that Israel has an obligation to protect its citizens by annexing the West Bank in the absence of a peace agreement with the PA.
Walsh introduced this resolution after consulting with Israeli MK Danny Danon on an 8/11 trip to Israel. Danon had introduced his own bill in the Knesset which would terminate all of Israel’s agreements with the PA and annex all of Area C to Israel. The Republican Study Committee, an influential caucus of 162 conservative House Republicans, circulated this resolution among its members asking them to support it.
