In response to Crimea’s secession from Ukraine (3/16) and Russian president Vladimir Putin’s plan to annex the disputed Black Sea peninsula (3/18), this bill called for the provision of financial and other assistance to Ukraine, including $1 b. in loan guarantees, and sanctions on select Russian officials.

A provision on the sanctions against Iran and Syria also requires the president to develop a plan for the full implementation of the Iran, North Korea, and Syria Nonproliferation Act (*H.R. 1883 of 5/20/99), which imposed sanctions on Russian companies’ dealings with Iran. A later version of this bill eventually passed into law, *S. 2183 on 4/1/14, minus the relevant provision.
