Provides Israel with $200m in ESF funds for anti-terrorism assistance. Provides, $50m for international disaster assistance for the West Bank and Gaza which may be used only for humanitarian assistance provided by NGOs, and not to be sent to the Palestinian Authority.

The bill also contains the `American Servicemembers' Protection Act of 2002' which prohibits military assistance to any country which is party to the International Criminal Court (ICC). Israel, however, is specifically granted an exemption from this prohibition. The president may waive this prohibition if he certifies to Congress that the ICC has agreed, inter alia, not to exercise jurisdiction over Israeli military and government officials and personnel.
