Would grant the secy. of homeland security the power to refuse or revoke a visa, and the sole authority to issue, refuse, and revoke visas at all issuing posts in Egypt, Tel Aviv, Jerusalem, Jordan, Lebanon, Syria, and Turkey, among other countries.
