Seeks to prohibit funds being used to sell, use, or transfer any cluster munitions except those that have a 99% or higher functioning rate, are used only against clearly defined military targets where no civilians reside, and that the president submits a plan within 30 days of their usage stating details about clearing the munitions and the costs of doing so. The bill includes a presidential waiver.
