A 977 page document dealing with the security and diversity of U.S. energy supplies. Division I, Title 26—Iraq Oil Import Restriction, line (f) states that Congress finds that the government of the Republic of Iraq “pays bounties to the families of suicide bombers in order to encourage the murder of Israeli civilians.” This was one of seven reasons cited in the bill against importing oil from Iraq. Further, states that the ban on importing oil from Iraq would continue until this activity, among others, ceased.

Conference report agreed to in House 246-180. Note: Senate did not take action agreeing to the conference report in the five days it met after 11/18/03 and thus, the bill did not become law.
