“Expressing the sense of the Senate regarding the creation of refugee populations in the Middle East, North Africa, and the Persian Gulf region as a result of human rights violations.” Declares that the Senate deplores violations of human rights and religious freedoms in Arab and Muslim countries and all refugees’ claims, including Jewish ones, must be addressed in any peace agreement in the region. Encourages all representatives of the U.S., when in fora dealing with refugee issues, to mention the many groups of refugees in the region and to insert Jewish refugee claims after any mention of Palestinian refugee claims. Also encourages U.S. policy to recognize the minority (Jews and Christians) affected by and their losses in the course of the Arab-Israeli conflict.
