Appropriates $137.894 m. for the U.S.-Israeli produced Arrow missile defense system, of which $53 m. will be used for producing Arrow missile components in the U.S. and in Israel and of which $20.4 m. will be available to fund a joint feasibility study into production of a Short Range Ballistic Missile Defense.

Dianne Feinstein (D-CA) introduced an amendment (S.A. 4882) to this act after the war between Hizballah and Israel in 2006 that forbade the usage of cluster munitions in populated areas; it was defeated 9/6/06 70–30.
