Prohibits U.S. assistance to the PA “if the Secretary of State determines that the Palestinian Authority has provided support for acts of international terrorism during the prior 3-month period.” It also limits the amounts appropriated for the PA or any Palestinian entity in the Foreign Operations Appropriations Act FY2004 (see ), to 25% of the total being disbursed in any quarter of the year.
