Prohibits funding for the PA unless the secy. of state determines, and reports to the appropriations committees, that the PA has complied with a specified 2006 statement that a future Palestinian government must be committed to nonviolence, recognition of Israel, and acceptance of previous agreements and obligations. The bill authorizes the president to waive such prohibition after making certain certifications to such committees, including that it is in the U.S. national security interest to provide such assistance, and that neither Hamas nor any other foreign terrorist organization is influencing the PA. Bill also prohibits funds for the West Bank and Gaza until the secy. of state consults with the appropriations committees, submits a revised assistance plan to such committees, and determines and reports to such committees that appropriate procedures and safeguards exist to ensure that U.S. assistance is not provided to any entity or institution believed to advocate, plan, sponsor, or engage in terrorist activity.
