After congressional leaders failed to compromise on FY 2017 appropriations by the end of 2016, they extended FY 2016 appropriations through 4/28/17. They again failed to reach an agreement before the deadline, so they used this bill to avert a govt. shutdown and extend FY 2016 appropriations another week, to 5/5/17. See *H.R. 244 of 1/4/17 for the bill that ultimately appropriated funding for all federal govt. programs and agencies in FY 2017.
