Seeks to regulate the sale of cigarettes over the Internet, increase penalties for cigarette smuggling, and create new legal mechanisms to increase the collection of cigarette taxes because, among other reasons, “Hezbollah, Hamas, al Qaeda, and other terrorist organizations have profited from trafficking in illegal cigarettes.”
