“To prohibit United States assistance for the Palestinian Authority and for programs, projects, and activities in the West Bank and Gaza” unless the president certifies that the violence in the West Bank and Gaza has subsided and the PA “has renounced violence as a means of political expression” and has done all it can to end “the violence” that began in 10/2000.
