Provides $200 m. to support the Palestinians, of which $50 m. is for assistance to Israel “to help ease the movement of Palestinian people and goods in and out of Israel” and $5 m. is for an outside, independent audit of PA expenditures to determine the extent of transparency and accountability in PA finances, leaving $145 m. for Palestinians.
