“Expressing gratitude to Israeli law enforcement officers for the counterterrorism training and consultation they have provided to law enforcement officers in the United States, acknowledging the common challenges that terrorism presents to law enforcement in the United States and Israel, and for other purposes.” Lists eight different trips Israeli officials traveled to the U.S. or vice versa to coordinate policing, counter-terrorism, suicide bomber detection, and other activities, including, as of 1/03 “the stationing of a full-time representative of the New York City Police Department in Jerusalem, Israel, [sic] coupled with the stationing of a second full-time representative of Israeli law enforcement in the District of Columbia.”
